Eileen M. Perry joined the Center for Precision Agricultural Systems at Washington State University in July 2002 as the Assistant Director.  Ms. Perry has developed new capabilities in remote sensing and GIS for the Center, acquiring and integrating hardware and software, and training students and staff.  Her research contributions have included multispectral imaging (satellite, airborne and ground-based) to assess crop vigor and development of spectral libraries for crops under disease and water-induced stress.  Her responsibilities include project management and developing proposals for competitive research.

Prior to joining Washington State University, Ms. Perry was a Senior Research Scientist in the Remote Sensing and Electro-Optics Group at the Pacific Northwest National Laboratory, where she worked on a variety of projects involving the application of remote sensing, GIS and GPS technologies.  Her emphasis was on research and development of image analysis for natural resource applications.  She lead a team of other research scientists in the development of new change detection and image fusion techniques.  She also developed and tested algorithms for early plant stress detection (including a NASA Hyperspectral EOCAP project) and developed new automatic feature extraction and image fusion algorithms.  Her project work has included development and implementation of advanced imaging technology in support of the Department of Energy Office of Nuclear Nonproliferation, NASA research for hyperspectral image use in agriculture, and feature extraction for the National Image and Mapping Agency (NIMA).

Ms. Perry studied earth science, computer science, and agronomy at Penn State University, receiving a B.S. in Earth Science in 1981 and a M.S. in Agronomy in 1987.  During that time, she performed research in the Department of Meteorology, working with senior faculty to develop methods for quantifying soil water content, evapotranspiration amounts, fraction of vegetation, and other key parameters using remote data. Ms. Perry has over twenty years’ experience working with ground-based, airborne and space-borne imaging sensor data in the visible, infrared, thermal and microwave regions.
